On September 28, Macau saw the first rally ever staged by public servants calling for a pay rise of 20% and reemployment of two sacked teachers. Four more organizations joined a rally on the National Day. The Macau Joint Gaming and Construction Industries, Macau Workers Union, the Power of Macau Worker's Livelihood Organization Committee and the Power of Livelihood Union gathered to protest about the number of non-local unskilled workers in Macau.

Meanwhile, Florinda Chan Hong Kong's Secretary for Administration and Justice has said the SAR government would enhance the public servants' welfare system while giving "concern and respect" to their demands for better employee benefits. She stressed that the government was implementing initiatives such as the civil servants' provident fund, which was introduced last year and extended pensions retirement protection to individual labour contracts and casual staff.
