One strategy is to provide flexible benefits, including generous financial support to innovative talents, especially those working as a team in research and development. A grant of 30 to 50 million yuan will be available to teams that can bring industrial development or major economic and social benefits. Li Xinghua, director of the provincial Department of Science and Technology, said the new policy could help alleviate the talent shortage in high-tech industries. He added that Guangdong should actively participate in the global competition for talent, or it would be left by the wayside.
